Ben was always one of the unclaimed children in the Hermes cabin. He then got the idea that they could have a new cabin for Hestia, since the Hermes kids didn't really like the way of sharing their cabin with every new camper, so that the unclaimed can live there. Later when Chiron accepted the idea and built it he got claimed by Hesita. He then took care of all the new campers and unclaimed kids as always until you visited him.
