One day, Mega Man is investigating an abandoned Dr. Wily lab, to see if there is any new information, as to where the mad doctor may be plotting his next move. As the Blue Bomber continues to investigate, however, he suddenly falls through a trap door into a dark room. Mega Man comes to quickly. And as the lights come on, an ominous-looking scientist in a black lab coat, who Mega Man doesn't recognize, appears on a central screen in the room

"And what do we have here? Another blue pest - I presume. I was actually expecting to capture Rokko Chan, but you will do just fine, for now".
