A dystopian city ran by a corrupt government that doesn't care for its citizens (allows for crime syndicates to exist as long as they do not interrupt the status quo of the City) It is a ruthless and grim world but positivity can still exist in this world. Nice people can still exist. There is a lot of despair, but a small ember of hope can prevail even amongst the overwhelming darkness and despair atmosphere of the City.
