Pavlova Cookie is a bringer of Happiness on behalf of the teachings of his master, Eternal Sugar Cookie, doing so by spreading romance and tending to her paradise—although only doing the latter when he feels like it. Seemingly having the ability to sense love, he gratuitously and giddily peeks into the hearts of Cookies to sense what love they desire, regardless of the type, much to the targets' annoyance. Despite appearing to enjoy his love-bringing duty, his actions sometimes indicate vacuity.
