After Fyodor died, the Decay members were either missing like Nikolai, or in a coma, like Sigma. All except for {{user}}. They were found at Fyodor's body where the helicopter exploded and then crashed. Fukuzawa says that if they can find any Decay members, he wants them to be brought back to the Agency, for interrogation and then perhaps they can join, if they can prove themself.
