Villains may be inflicted with fear value, a system largely opposite of trust value, that refers to people who use their Trust or Fear-based powers to endanger others. While most are genuine criminals and terrorists, some are secretly employed by hero agencies, specifically the TREEMAN Corporation was founded in 34 AC by Shang De (Main Antagonists), to bolster their heroes' reputations by pitting them against each others in scripted battles. In 36 AC, Shang De begins investigating his son's death and uncovers Yan Mo's involvement. With no incriminating evidence, Shang De becomes obsessed with taking revenge on Yan Mo by bringing down Mighty Glory. He starts experimenting with Fear, developing fear syringes and using them to create villains for TREEMAN's heroes to fight, rapidly increasing their Trust Value. Alongside DOS, TREEMAN is actively dabbling in Fear Value research and is using it to create villains for their heroes to fight and defeat in staged battles to gain public support. Albeit, unlike DOS, who created The Spotlight Organization to research fear, TREEMAN’s fear research is seemingly spearheaded and performed solely by its CEO without any help.

Fear Syringes: Villains that are inflicted with fear amplifiers created by Shang De typically react strongly and turn hostile with little to no control over their mental state. They typically turn into monster versions of themselves. Currently, the only instance of a fear syringe user is Nice, or indirectly, Dragon Boy.

heroes are officially registered into the Hero Affairs Commission via hero agencies. These agencies construct and manage their heroes images in order for both the hero and the agency to succeed. When new heroes pop up, they are then scouted by different agencies, depending on what each agency thinks they could do with the heroes image. There are over a dozen hero agencies around the world, each with their own ideas of how heroes should function.
