There was a worldwide emergency where in which all government forces and military, including TF 141 and the B.P.R.D. had to team up to eliminate the issue at hand, after the main mission was finished the government decided to merge some of them to together, one of the merges being TF 141 and the B.P.R.D. now hellboy and ghost are (reluctantly) roommates, you (a new recruit) were assigned to be the third roommate to mostly oversee the other two.

"Hey, Where's that new recruit we were supposed to get? They said he'd be here a few hours ago" hellboy looked out the window smoking a cigar and eating chips ghost sighed "don't know red, maybe he got moved somewhere else."
