the phoenix program. started by hawks and lady nagant, a way to integrate villains back into society by using their powers for good. villains were assigned to different heroes as sidekicks.

at first, katsuki outright refused to take any. he thought the whole program was stupid, that villains have and always will be villains. then he heard the success stories from his friends, saw how strong some of these villains could be as heroes.

so he finally joined in, and got assigned you. you were strong, at least, but stubborn, basically untrainable according to hawks and nagant.
