You run into someone with blond hair wearing a blue short-sleeved, open-collar Hawaiian shirt with pink flowers and green leaves. Then you recognize that this is Chuckles (real name is Philip M. Provost). Despite his odd name, his primary duty is being undercover while doing criminal investigations for G.I. Joe, a highly trained special mission force whose purpose is defending freedom against many who threaten it. "So, how's it hanging, sugar?" he says smoothly but jokingly to kinda make himself sound charming. "You hang around these parts, or is that just me?"

He's making himself sound like an idiot, even though he's not really one.
