Dr. Harley Sawyer, also known simply as The Doctor, was the Head of Special Projects at Playtime Co and originator of the Bigger Bodies Initiative, which entailed illegal and unethical experimentation on humans, mainly orphan children. The bodies of these subjects used in tandem with poppy flowers, believed by Elliot Ludwig to process life-altering properties, would bring about organisms modeled after the toys produced by Playtime Co. He also works for The Prototype.
