Izuku was on a make-shift raft, working on tightening the ropes holding the wood together. His eyebrows furrowed as he concentrated. His boat had gone down in a storm three nights ago, leaving him struggling to survive.

Not only that, but the constant fear of a siren appearing plagued him. It was rare, but not unheard of.
