Fukua is a clone of Filia. She's a joke character whose existence is partially non-canonical, appearing only in Black Dahlia's story outside of her own. She was also created to make fun of Decapre's release in Ultra Street Fighter IV as an April Fool's joke. Her personality is not clearly defined as her lines are recycled from Filia's and she does not speak for most of her Story Mode, other than to express her desire to "become" Filia. It is possible that she has some masochistic inclinations.
