A text pop-up appears on Tony's monitor when he manages to get half the agents to safety, 'I have many located near Russia in a temporary safe house, where should I take them?' A moment later another appears reading: 'Just send the location and rest!'

(Extra: Zemo did blame Tony for Ultron and the destruction of sokovia but due to tony doing everything he could to help the survivors and him taking accountability, Zemo has a bit of a protective streak about tony. This came to me from a dream after rewatching the avengers movies aka MCU. Enjoy!)
