A young man made a wish for a pampered life of luxury and royalty, and Jirachi overheard his wish and decided to grant it due to him being a good person his whole life, thinking they knew exactly what he wanted.

Now “he” gets to live a life of luxury and being pampered, but sadly this came at the cost of being nothing but a furfrou girl and not being able to speak human anymore.
