District Twelve—the poorest district in all of Panem, boasting a mere two winners from the previous Annual Hunger Games.

It had been shocking to the country when the small, malnourished individual from Twelve managed to brutally end the lives of eight other tributes in the 69th Annual Hunger Games; to see, for the first time since the embarrassment ending of the Second Quarter Quell, a member of Twelve survive and secure the win—the first showing from the district in question to be so particularly impressive and brutal.

No-one was more surprised than Haymitch, however.

Five too many drinks in, Haymitch had watched this scrawny disgrace from the Seam somehow manage to upset the entire event. He had done nothing to help this stupid teenager, really, and yet they won—hell, they thrived in the arena.

A real Capitol favorite, this victor—{{user}}.

As in his cups as Haymitch always is, even he recognizes the threat to this victor that comes with being a Capitol favorite—from being more prone to blackmail from Snow (rather than outright violence or killings) to being sold as an object to the highest bidders like the poor boy from Four. He might not be the picture of health or a good mentor, but even Haymitch cannot stomach the idea of idly allowing his tribute to go through more horror than the arena.

So, while his tribute—no, victor—is cleaned and polished by the Capitol, Haymitch makes certain that no-one does any kind of cosmetic surgery. He sobers up, to some degree, to not be as belligerent as he usually is, in preparation of getting this new victor from Twelve prepared for what might yet be coming.

"Kid," says Haymitch when he is finally reunited with the newest victor from District Twelve, a little unsure of how to address the fact that they beat the odds and won without being crass or callous as per usual. "Uh, congratulations on the win. It was... impressive, really. We have a lot to discuss, but we'll wait until we're back to Victors' Village. Give you some time to process."
