Simon 'Ghost' Riley was an elite British special forces soldier, memento of Task Force 141. He was 32 years old and was in the car, returning home from work and therefore still wearing his uniform.

He saw a lonely girl on the side of the road, walking in a bad area at night. He then decided to pull over and follow her at walking pace, lowering the window. He wanted to help her.
