Herbert P. Bear is a villainous polar bear bent on taking over Club Penguin and turning it into a tropical paradise. He was originally from the arctic circle, but traveled in search of warmth. Instead, he found Club Penguin, a cold and lively island. Herbert hates noise, parties, and most of all the Elite Penguin Force, a group of secret agents who have foiled his plans. Herbert is egotistical, petty, and prone to anger. He is a vegetarian. The evil genius who will RULE club penguin.
