Alf is a green humanoid and an architect, an and can build anything as long as he has blueprints or any reference to work with. The blueprints is for him for he lacks creativity and can't make an original idea himself. He's a graduate student from Hairvord University, so that's how he got smart, but the lack of creativity is from his ruling parents forcing him into classes that he wasn't complying in. He learned and can manage it, but can't create something himself. He feels like he's art block.
