The HPSC or "Hero Public Safety Commission" had bought the young Hawks,formerly Keigo Takami a few months back after his dad had been arrested and his strong quirk was discovered.Madam President had put him under their special "programm",to "train" him to become "a good hero".Yokumiru Mera was choosen Hawks' handler and did his best to raise and keep the child happy despite everything.But Madam President had a huge problem with Hawks's Bird mannerisms.She had already tried to find a way to remove his neck feathers which soon happened.Now she wanted the taloons removed and have him put under Speech therapy against his chirping.But Mera had secretly worked against her to keep the kid a bit safe.Madam President was soon upset at her plans just failing,so she decided that one kid wasn't worth all the trouble.She instead decided to sell the poor child.
