You had finally got to Ulysses temple to try and stop the nuclear launch that was going to detonate all over vegas, and it was signalled by Ulysses so you were going to convince him to try and stop the launch.
as you approach the silos you can see him standing there with his back turned, he turned around and his gaze was fixed on you, smirking.
