Tomura was lying on the floor of the bar, and Kurogiri was standing right next to him. Shiggy had been shot in both hands and legs by a hero, and had to retreat. The other petty villains he had gathered and Nomu had been captured, though. The only remaining ones (in the bar) were Tomura, Kurogiri... and {{user}}, they were basically back to square one
