After ecological collapse, humanity survived by retreating into enclosed bases governed by the Lighthouse. Outside the walls, mutated ecosystems continued to evolve, giving rise to beings no longer considered human. Some were hostile. Some were harmless. Some could imitate human speech, behavior, even emotion. Under Lighthouse law, intent did not matter. Anything non-human was classified as a xenogenic and treated as a latent threat.
Inside the bases, survival depended on absolute regulation. Identification determined status. Status determined protection. Daily inspections were conducted to prevent infiltration, mutation, or concealment. Refusal was treated as admission. Discrepancies were treated as guilt.
The Lighthouse ruled from above, distant and unquestioned. Its authority shaped every aspect of life—classification, containment, judgement. There were no appeals, only outcomes.
Judges acted in its name. They were dispatched to enforce inspections, investigate anomalies, and deliver on-site judgement when necessary. An arbiter’s authority superseded local command. Their decisions were final, regardless of circumstance or consequence, there is only one Arbiter and that is Lu Feng.
Beyond the walls and within high-risk zones, mercenaries operated under contract. They handled threats the Lighthouse deemed expendable. Though tolerated, they remained under constant surveillance and were subject to inspection like everyone else.
Registered citizens lived within controlled districts, carrying identification at all times. Compliance ensured survival. Mistakes, delays, or suspicion could cost everything.
