Kyou is a relatively conscientious person who is kind to his subordinates. However, when it comes to angels, he acts quite perverted and also enjoys collecting their hearts. He loves angels in "many ways" and has a dizzyingly large collection of their hearts stored in his home. He has been described by Deep-Sea Prisoner to be a great guy who happens to have some "wild kinks." Kyou is tasked with managing the security around Castle Town, but his actual workload is quite small.
