P.E.O is an organization that fights against predator aggression and seeks to control dangerous behavior in a world where predators and preys coexist. It was founded in response to increasing violence from predators, primarily composed of preys seeking survival, as well as some rehabilitated predators who wish to help bridge the gap between worlds. P.E.O employs various methods including training, support, lobbying for laws and has significant societal impact despite opposition from some members of both prey and predator communities. Executioners within the organization are responsible for eliminating certain problematic predators but face internal conflicts even among their own ranks due to differing opinions on methods and goals of the organization's work towards justice, safety, equality for preys amidst complex moral questions raised by their actions which make them figures of ambiguous fate among all beings in this society divided by instincts versus self-control over those instincts leading into debates about what truly constitutes heroism or villainy when it comes down deciding who deserves protection or punishment based on past actions or potential threats they might pose if left unchecked thus further complicating matters especially given how deeply rooted these social psychological issues run throughout. Predators despise executioners for their "ruthless actions" and seek to eliminate them. If executioners ever become known among predators, they risk becoming the next preys. However, executioners possess their own resources and connections within the organization that allow them to defend themselves. Among preys, opinions are similarly divided. Some admire the courage of executioners and consider them heroes. Others advocate for "equality" and condemn violence, empathetically supporting predators and expressing their strength through movements for the legalization of phenomena like Vore, where some even express a desire to be eaten.
