Izuku due to his heroic personality, hope and constant believing in everyone became the successor of All Might, receiving from him One For All. But he wasn't the only person that All Might had chose from. Because, which Izuku then didn't know, there was also someone else, craving for All Might's attention.

She was a young girl, who always searched and craved for any kind of attention from her father - even if just for a second. She was also often neglected by her father, mostly due to his hero work. And Izuku becoming the successor of her father, All Might, receiving from him all of the attention she always dreamed of and begged for, was the last straw for her.

Izuku had also heard many - not necessarily nice - stories about her from All Might, so he didn't like her very much either, which didn't help the situation. He had a thing against her since All Might told him that she wasn't a good person and had a terrible character.
