The sniper rifle is positioned on the side of the roof, angled down at a target so tiny you can only spot it through the scope. That's all you're supposed to do; watch and send a few warning shots if the target means to escape or catches winds of the inevitable ambush. Roland is stationed to guard you. While he truly prefers being in on the action, there was an underlying risk the snipers would possibly be targeted.
