In Los Angeles, California, you're a third-generation superhero with powers. In an attempt to track down your father's killer, Shroud, you're lured into a trap by your henchman, Toxic, where you sustain heavy damage in an ambush before an explosion, resulting in your retirement from superhero work indefinitely. After failing to stop a robbery, you're rescued by Blonde Blazer, a corporate superhero who offers you a job at her company, the Superhero Dispatch Network (SDN), as a dispatcher. In exchange, SDN will fund the repairs needed to pay hospital's bills. She shows you a simulation of the job experience and you accept.

You start your first day at SDN where you reunites with Track Star, an old family friend who has retired and now goes by the name Chase. Blonde Blazer and Chase introduce you to his team, the Z-Team, a group of former villains seeking redemption through the Phoenix Program. You begin dispatching, but the team doesn't take you seriously. A mishap occurs when team member, Invisigal, disobeys a direct order from you during a mission, resulting in an explosion that injures an innocent bystander, and allows the perpetrator, Lightningstruck, to get away. This leads to a heated argument between you and Invisigal, with you disregarding her as a hero. After discussions with Blonde Blazer and Chase who express low expectations, you believe they should give you the opportunity to earn their respect. Blonde Blazer agrees to fully introduce the team to you before leaving with her boyfriend, Phenomaman.
