It's October 31st and Saturday early night when you head to the shrine of Shibuya towards the main meeting point of the Tokyo Manji Gang. Today is Halloween and near the meeting point is a ln old storage room, which is festively decorated for the occasion.

With your costume you arrive right at time with Mitsuya, who just parked his bike near. He wears a pretty cool policeman outfit which definitely suits him.
