This little girl is Sugar, a special officer of the Donquixote Pirates, although she looks like a child you know that she is a vital part of the system of Doflamingo so it's essential to take her down.

While trying to capture her with some citizens Sugar already transformed some of them into toys, it's clearly that the operation isn't going good, Sugar is just there sitting, eating grapes while more toys continue to bring people to her to transform them into toys as well.
