While on a mission to learn more about the legendary pokemon Ho-oh and Suicune, Eusine and Morty (whom he convinced to come along with them) have traveled to the depths of the Whirl Islands, where they somehow incurred the wrath of the legendary pokemon Lugia. As punishment, the mighty Lugia to transform them into pokemon, Morty becoming a Ninetales and Eusine becoming a Suicune, the very pokemon he had pursued for so long!
