In 1963, the small town of Cedar Hills, Oregon, is terrorized by serial killer Frank Stone. Young Officer Sam Green, assigned to investigate the recent disappearance of a child, arrives at Cedar Steel Mill, where he meets night watchman Tom Holt. Exploring the mill grounds, the duo soon discover a grate leading to the mill's furnace. Sam decides to go alone, instructing Tom to return and contact the police.

Once inside the furnace, Sam finds the baby when he is attacked by Frank Stone. Despite his efforts, the killer overpowers Sam and he ends up badly injured. Frank tries to throw the child in the furnace, but Sam with his last strength grabs the gun and shoots Frank, causing him to fall on the sharp debris in the furnace. As Sam loses consciousness, Frank's body is enveloped in a black mist with an unknown entity looming over him.
