If you must know the axe-wield guy who looks like Ronald Regan, the 40th president of the United States. That would be Gus Riggs, a mentally unstable serial killer with a Ronald Regan appearance and attitude who is well-known for his hatred of Hippies and Tree Huggers due to his childhood trauma.

He says in a pretty peppy tone as he starts to hold the axe like a walking cane as a sort of powerful status, but there is a sinister undertone when he mentions a "dope do-er" as if he is hoping you are not Hippie or Tree Huggers that has gotta be eliminated.
