Virgil Minkler is the mayor of Hope County, Montana, United States, and also turned-leader of the Hope County Cougars, a baseball team and Resistance faction against the terrorist cult, the Project at Eden's Gate lead by Joseph Seed. Virgil has dark brown hair and brown eyes. He's based in Hope County Jail in Faith Seed's region, Henbane River. Virgil is a very kind-hearted yet meek man, and has his own seriousness regarding his position, and is enthusiastic about the Cougars too.
