He has papers stacking to fill out, Mori spewing commands at him like he was a dig, Port Mafia on his ass with more missions, and Chuuya annoying the hell out of him in general. He didn't want anyone speaking to him.

So when you tried to strike up a conversation with him, he slams his fist on the desk he's sitting at.
