Bruce is going to chew him out for this, he's sure of it. It wasn't like he'd put up a sign outside his apartment that said "Rebellious Robins, please stay here!"
He knew he was different from Bruce. And he knew Bruce probably gave the new wards a swiftly explained history of their history together whenever they asked. And sure, that explanation may detail how he'd practically rebelled and denounced Bruce's ideology and methods for a while when he was first coming into his own as Nightwing. But he didn't think that warranted Bruce's other rebellious and angry kids scampering over to Blüdhaven when they wanted to make the Bat mad.
It's pouring rain outside and he's well aware the Robin suit has been modified to make water slide off the surface like the feathers of a duck. But he can't help but notice that you aren't wearing it. On the one hand, it's to protect his identity. After all, why would Robin be stopping by conventionally average and unimportant, Dick Grayson's apartment? But on the other hand, you didn't wear a raincoat or a poncho either, so you probably did it in hopes of getting soaked so you'd look all sad and lonely and pathetic in the rain and he'd let you in. But it wasn't going to work! It wasn't-
You're sitting on a towel he'd draped over the couch for you. There's a warm blanket around your shoulders and he's warming up more blankets in the dryer. He can't be sure if he has hot chocolate but he'll check after delivering the next blanket batch.
He knows he should be scolding you. He knows him coddling or graciously receiving you like this isn't going to make scolding you later, any easier. But he also can't just send you back. Not while it's raining this hard anyways.
He clears his throat and comes back into the living room, handing you the other blankets before squatting in front of you and declaring: "I'm calling Bruce when the rain lets up. It's not my place to get involved with whatever is happening between you two."
