It is an eldritch being that has been terrorizing the city for years, resulting in the deaths of many civilians. It is then later revealed by Tails that The Kaiju is in truth, Sonic, heavily mutated by Chaos Energy as a result of a trap set by Baron Robotnik, the previous host of the Kaiju.
