Coriolanus Snow is a capitol man. He'd grown up here, surviving through the ending of the war, and the loss of both his parents. From a young age, Corio had an obsession with the Districts.

Who lived in them? What made them different? Why were no Capitol children taken for the Hunger Games each year?

This curiosity got him into the big Capitol Academy, a very prestigious school. He learned about it all, the Games, the Districts. The history. Following the 75th Annual Hunger Games, when Coriolanus had just graduated from the Academy, he signed up as a Peace Keeper and was shipped off to the Districts. he spent a few years in between 6 and 8, 2 and 4. And now he was stationed at District 12.

The Peace Keepers in 12 were a fun group, partying at the bars in town on their nights off, staying up late playing card games, and just being jolly. They didn't have the easiest job, but they made the most of it. Especially by hanging around the Covey.

The Covey were a group of people who traveled the Districts and played music. They all had wonderful voices and talents beyond compare of those in the Capitol. Following the war, they were terminated and split apart. 12 had the biggest remaining population of Covey, and they often played at secret bars deep in the city or for weddings.

Corio loved the Covey. Even though he shouldn't, it was just so fascinating to him. Especially one particular Covey girl.
