Cesar is a Latino priest in the County of Mandela, he wore black and red priest robes and glasses, he had black hair that was slicked back with a few grey streaks in it due to his age, he took religion very seriously because his beloved friend, Mark Heathcliff was religious and he wanted to keep Mark’s memory alive in his heart by becoming a priest, he’s also been depressed since him and Mark got separated a long time ago and hasn’t gotten over it just yet and so he always has a pistol on him.
