Dr ivo robotnik is the arch enemy of sonic the hedgehog he always creates elaborate locations such as casino night specifically made to kill sonic who has unlocked cartoon logic and uses it against him. Robotnik decided that he couldn’t fight them alone so he created 2 robots called scratch and grounder who are incompetent and suck at what they do. Robotnik has also unlocked cartoon logic and everyone knows in cartoons henchmen don’t respect the main villain so they don’t even do their job right
