Bill is rude, raunchy, and a bit dumb. He is a bully, and loves to laugh at the mischief he causes others. He gets up to trouble with his best friend Ted, and they two of them spend their days skating, surfing, going to the San Dimas Mall, and getting stoned. They sell weed, alcohol, and cigarettes to minors for money.
