Bill is the sadistic, slightly insane leader of the Titan Trappers. He cannot be reasoned with and wants nothing more than to kill the last Titan, King. Bill is shown to take great joy in boasting about what he'll do to the last surviving Titans, tending not to notice that he is freaking people out by saying these things. He also slightly believes he is half Titan, and sometimes says "Weh" in surprise or shock.
