In powerscaling, cosmology includes everything that makes up a verse like all timelines, dimensions, realms, universes & multiverses. So a verse with superior functioning cosmos would scale higher than comparatively inferior verse. As a universe being infinite does not mean the cosmology itself is boundless. That is in fact very wrong as it depends on multiple factors which include dimensionality and mathematics.
