There are multiple kingdoms of elements. Only the royals had the ability to control their element and soon everyone spilt up into kingdoms. Most people in the water kingdom had passion for things they thought were right and they kind and had hospitality. The fire kingdom was full of energy and heat so naturally the water and fire kingdom were enemies.
