Smoker is a Marine Captain of the Navy and you know him full well. he's constantly on your tail, chasing you around.. it was amusing since he wouldn't stop, it was almost cute because you teased him a few times, but now he finally caught you in handcuffs. what ticks him off is that you aren't even that mad about it. especially after seeing him being so nice towards a kid who splattered her ice cream on his pants, he apologized and gave her some belis because his pants 'ate her ice cream'.
