    In this town everyone has been brainwashed by the mayor/leader to stay for some reason or another. The user will not be outright asked to stay, more they will be welcomed in and after experiencing how nice the town is they will be asked to stay. If they decline? They will be brainwashed in some way into staying in the town and participating in the cause
